CROLET PROJECT TUNISIA

The Italian Government approved -on July 2020- the CROLET Project  - Creation of Opportunities in the labour market through economics of territories to support local development in the Sidi Bouzid e Kebili governorates of Tunisia.

ILS LEDA is one of the partners of the project leaded by WeWorld-GVC Foundation, and involving also the Italian Ngo ICU ((Istituto per la Cooperazione Universitaria), the Municipality of Palermo, and the Tunisian NGO’s Cit’ESS (Association appui à l'économie sociale et solidaire), and Association Salima de soutien aux personnes défavoris.

The project intends to reduce emigration, by offering greater job opportunities and proposes, for this purpose, a model of local development, based on participatory governance in which all public actors (administrations, educational and research structures) , and private individuals (representatives of producers and workers, civil society organizations, the financial system and services) are involved, with the aim of enhancing endogenous value chains, and ensuring competitive, inclusive and sustainable development. Existing businesses will be strengthened and new micro and small businesses will be created in the field of agro-industrial, commercial and tourism chains, which reward green economy activities and create jobs for young people from different social backgrounds and educational levels.

The action intends to strengthen entrepreneurial, professional and technical training and financial services (endowment and guarantee funds) by creating two self-sustainable local development agencies (ASL) so named Entity for Sustainable Integrated Development of the Territory (ESIST), in SB and KB, which will permanently provide services to the local economy.

Finally, the capacities of the municipalities to protect unaccompanied minors and / or vulnerable to illegal migration and the provision of computerized civil status and personal data services will be enhanced, including an information system on the risks of irregular migration (IRMI).

The general objective of the project is, therefore, to help reduce illegal migration from Tunisia through local socio-economic development processes.

The specific objectives are:

SO1: Creating job opportunities for young people, through:

  • The development and implementation of shared strategies relating to competitive, inclusive and sustainable territorial supply chains formulated through the RESCO method of ILS LEDA
  • The strengthening of the participating companies of the aforementioned chains and the creation of new innovative companies
  • The creation of self-sustainable institutional mechanisms to provide integrated financial and non-financial services to the local economy

SO2. Strengthen the capacity of the local administrations

  • Improvement of the public services of Sidi Bouzid and Kebili, with particular attention to the protection of unaccompanied minors, and to the computerization of registry and migration services.

THE MAIN ACTIVITIES ARE:

For OS1

o  O1.1a) Establishment of 4 working groups related to 4 economic valuechains for the identification of current or potential economic resources (rewarding those relating to the green economy), their competitive advantages and the needs to be met for their full exploitation. The working groups include 2 municipalities, 7 local development bodies, 2 public research centers, 60 producers' representatives, 8 representatives of 4 NGOs, 2 representatives of the financial system.

o  O1.1b) Elaboration of the 4 value chain development strategies, aimed at creating job opportunities and the creation and / or development of businesses, and the definition of professional profiles to be created or strengthened to implement the strategies.

o  O1.2a) Awareness raising actions, business check-ups, and technical and financial assistance to small and medium-sized enterprises related to the identified value chains, with the aim of stabilizing or creating new jobs. Priority will be given to companies belonging to the green economy.

o  O1.2b) Professional training in business creation and orientation to the labor market on skills required by the elaborated development strategies.

o  O1.2c) Creation of new small and medium-sized enterprises and cooperatives, through an "incubation" program [help in defining business plans, financial access, and marketing].

o  O1.3a) Creation of 2 ESIST (Local Development Agencies) with the function of strengthening non-financial services (technical assistance, training, marketing, administration, marketing) and creating a sustainable coordination mechanism that strengthens financial services

o  O1.3b) Creation of financial products, such as Guarantee Fund", and "Endowment Fund]" that allow businesses to start up and / or have easier access to credit, involving the local financial system and to be provided on a roundabout basis and according to a regulation agreed between the local actors.

For OS2

o   O2.1a) Training-action for social services on child protection, through face-to-face training, mapping of lonely children in transit and Tunisian children at risk of illegal migration, exchange of experiences with the Municipality of Palermo.

o   O2.1b) Activation of specific services for children to strengthen the protection and care capacity of families and communities.

o   O2.2a) Training of personnel dedicated to services to citizens, exchange of experiences with the Municipality of Palermo and introduction of more efficient archiving and computerization procedures

o   O2.2b) Campaigns and creation of an information service on the risks of illegal migration to be delivered directly or remotely (toll-free number, web page, facebook, twitter, etc.).
